this is the other patch @jordanhendricks wrote up earlier, 'cause without this we end up building Propolis that tries to link against libipcc and is pretty impossible to use in the Propolis zone :)
afaict this feature hasn't been necessary since you moved the test bins out, so if she'd PR'd I would have approved, but now I'm tagging you to double-check that!
