This pull request mandates the use of a Python virtual environment for installing dependencies, which is an excellent improvement for build isolation and compatibility with newer Linux distributions. The changes to create and use a virtual environment in bootstrap.bash and activate it in make-reference-release.bash are logical and well-executed.
