WIP: Add Prow CI job for OVE Konflux builds

This Prow CI job will be triggered by Konflux OVE payload builds
It has to be a periodic job to work with Konflux/Prow integration
Input parameters: Konflux Snapshot ID

Potential disruptions:

• Not enough available nodes
• Not enough available disk space
• Baremetal hardware faults
• Dell iDRAC faults
• Dell iDRAC Serial Console misconfigs
• Bastion's services malfuctions (DNS, LB, FW)
