MCO-2199: add AWS-SNO job variants for feature promotion

Our original periodics did not account for SNO, which is now added as a feature promotion requirement. Adding these for 4.22+.

Once you are satisfied with the results of the rehearsals, comment: /pj-rehearse ack to unblock merge. When the rehearsals-ack label is present on your PR, merge will no longer be blocked by rehearsals.
