Because it no longer depends on feature:build, rename it.

I think the current version '[sig-builds][sig-node][Feature:Builds][apigroup:build.openshift.io] zstd:chunked Image should successfully run date command [Skipped:Disconnected] [Suite:openshift/conformance/parallel]'. Looks like this is missing the '[sig-builds]' prefix

That's intentional. It's basically not sig-builds test, but since it uses Feature:Builds, we added the label to run it separately from other tests.

Sorry I got it wrong.

I used the same value as the previous one (L77) because three of them point to the same test.
