release: Release 2 gems

• opentelemetry-metrics-sdk 0.4.0 (was 0.3.0)

hmm... it shouldn't have attempted opentelemetry-exporter-otlp. I wonder if we have a matching problem now that opentelemetry-exporter-otlp-metrics exists? 🤔
