Upgrade emulator

[janezpodhostnik]

Description

This upgrades the CLI to start the latest emulator, which includes onflow/flow-go#8152 which updated the execution effort weights in accordance with onflow/flips#347.

These weights are already on testnet, and will soon be on mainnet.
