Maintenance update.

  1. Add filters per account by Projects and/or Group: Feature Request: Support Filtering for which projects/Groups To-Do should be shown #67
  2. Enforce GitLab instance URL admin setting: [Feature request] Restricting GitLab URL #11
  3. Show to users what OAuth Gitlab instance configured: admin configured instance didn't show up #24
  4. Update pkgs
