Adding support for Nextcloud AIO:

  1. If user mounted any config file at root (/haproxy.cfg, /frps.toml, /frpc-docker.toml) -> use root paths (backward compatible)
  2. Otherwise -> try to use /run/harp if it exists or can be created
  3. Fallback -> root paths (will fail on read-only rootfs without tmpfs, but that's expected)
