claude-code-action overwrites GH_TOKEN internally with its github_token parameter. Pass VALE_TOKEN as PUSH_TOKEN env var instead, and instruct the skill to export GH_TOKEN=$PUSH_TOKEN before running gh pr create and gh issue comment.
