PRs created with GITHUB_TOKEN don't trigger other workflows (GitHub prevents infinite loops). Use VALE_TOKEN (PAT) instead so that PRs created by content-fix trigger build-and-deploy, vale-linter, and doc-pr workflows. Same pattern as vale-autofix.yml.
