Migrate to stylelint v17

• Review and apply any necessary config changes per stylelint v17 migration guide
• Test stylelint with the updated configuration
• Verify all linting passes successfully
• Resolve merge conflicts with base branch renovate/stylelint-17.x
• Merge latest changes from base branch including component state optimizations

Resolved merge conflicts with renovate/stylelint-17.x. Kept the stylelint v17 config packages and merged all component changes from the base branch. All stylelint checks pass successfully. (35eb937)
