Change the s3 backend to use the new s3 locking (vs dynamo db locking). See https://developer.hashicorp.com/terraform/language/backend/s3#state-locking.

Also:

  • update the script we use to make new terraform modules to use the new s3 state locking.
  • mention versions of tf used in readme
