Adds templates for railway to make the installation of modmail and the logviewer easier. Basically the normal installation requires to clone (copy) the modmail projects from github and some manual work done (inserting variables). Templates directly allow (after login) to deploy the services, inserting the variables into a form. Then it deploys automatically using Docker.

Both templates have been tested, they deploy successfully on railway.
