Setup a Windows CI that does CPP-only build and runs CPP tests, only CPU backend is built and tested.
Note that ccache is available but considering OpenBLAS has ~7000 files to build it is not going to help much, I will enable ccache and test python package after #3020 is fixed.
This PR includes some changes fixing the Windows build, which are copied from #2972 credited by @dhiltgen.
