Summary

Updates the Roles page to reflect two user-facing changes:

• Members can now be invited on any plan, including Hobby (the previous Pro/Enterprise gate has been removed).
• Publishing from the dashboard (Manual update and web editor) is now governed strictly by role: only admins and editors can publish, and viewers receive a role-based error message instead of a billing upgrade prompt.
