Add testcase ocp-31309-quotanoattach:

Create a namespace
Create a resource quota
Create a PVC that is NOT attached to any pod
Provision some files in the PVC
Migrate the not attached PVC
Check that the provisioned files are ok

Not attached PVCs are only handled after 1.2.1 version. So in previous versions this TC will fail.
