Summary
Adding optional parameter to skip the OpenAPI PR generation step in cases where this is not needed. In this case, I need to run the pipeline again for only PHP. Unfortunately, is not possible as now due to no changes has been made to the open api files during the fix of the php SDK. This should enable us to run this scenario
