Hi spectopo, I'm htmluser-hub (not a moderator, just helping)!

The manifest looks correct — schema, metadata, installer URL and SHA256 all validate properly.

The Validation-Installation-Error is expected for DATEV installers.
Sicherheitspaket compact performs system-level operations (certificate installation, cryptographic modules, registry writes, elevation) that the winget validation sandbox blocks.

This is a sandbox limitation, not an issue with your manifest.
