The Manifest-Metadata-Consistency warning comes from the previous version (6.0.0.3), which included:

Scope: machine

The new manifest no longer contains this field, so the bot flags it as missing.
Adding:

Scope: machine

to the installer manifest should resolve the consistency warning.
