This applies an optimization to how the expensive H, Rx, Ry gates are applied in the sprase state vector simulator used by default in QDK. In testing this showed around 33% perf improvement in (newly added) targeted gate benchmarks and a range of perf improvements across existing benchmarks, including 48% improvement in the Bench 5x5 benchmark.
