Added an option to add on-manifold noise in the case of the Concentric Spheres dataset (only for the inferred manifold case).
The user can provide the
on_mfld_noiseparameter, and a randomly sampled noise vector having magnitude <=on_mfld_noisewill be added to each on-manifold point.
