Purpose

This pull request introduces a robust input validation step to both the Linux and Windows deployment workflows, ensuring that all workflow input parameters are checked for correctness before proceeding with deployments. It also improves the reliability of Azure resource ID validation and tightens deployment job conditions to prevent erroneous runs.
