Pull request overview
Installs the uv Python tool in the CI/developer container setup so it can be used by end-to-end tests and related scripts (supporting the repo’s move away from slow pip-heavy workflows mentioned in #7710 and #7787).

I think we're now confident we're going to use
uv, for #7710 and #7787 and a bright new future. So let's actually install it. Once this is in, I'll cut a new image for CACI.
