Make Rspack GA and document backports

In the recent 10.24.21 RNs Rspack was described in public beta, but this PR describes it as in GA.

@EnasAbdelrazek Ok, I'm sure you have good reasons. But I'm a little confused by your use of "we made a decision to mark it as".

Objectively, is Rspack in GA, or beta? I have consulted its website and can't find clear answers. What is the objective truth?

Rspack itself has been GA since we first started using it, but support for Rspack in SP was initially Beta and later became GA.
