This allows the MVC3 bits to be downloaded during package restore for people who don't have System.Web.Mvc.dll in the GAC.

I also added the MVC3 bits to
packages.configsince I don't have them installed in the GAC. If you'd rather I hadn't, feel free to complain. :)
