Changes to make this package install properly with the package manager.

Hi there,

I have made some small changes to the package and also included a .jar file with the compiled code, which needs to be in the package.

Note that the WEKA package .zip file needs to be created by running

zip -r eer.zip *

INSIDE the eer folder. The .zip file that Github creates automatically will NOT work with the package manager. I have posted a working .zip file here:

This .zip file can be installed directly with the WEKA package manager.

You should also add GPL license headers to your code.

update: I replaced Description.props, EER.jar, PluginManager.props, in the ERR.zip, then it works! Remeber to replace the three files in the ERR.zip as well as ERR.zip/bin
