A Upload service session has a short TTL. If you upload to the same session (i.e. rupload.facebook.com/session) after TTL, then the offset will be reset to 0.
Sessions are short but file handles can be valid for 4 days long. So we cache those file handle per session key or 2 days, thus solve the offset-reset issues.
