Problem
The build fails at the BUILD_IMAGE stage with "packages field missing or empty" because pnpm v9.15.9 requires a
packagesfield inpnpm-workspace.yamlwhenever that file is present — even for single-package repos. PR #1234 introducedpnpm-workspace.yamlwithout this field, causing every subsequent build to fail atpnpm install.Solution
