net/netmap_user.h: make netmap applications compile with -Wsign-conversion
This change is necessary to allow compiling external netmap applications with strict compiler warnings.
Has been completely untested: didn't test on 64-bit Linux, didn't test on 32-bit arch, didn't test on FreeBSD. The only thing I tested is that my application compiles now but didn't compile previously due to compiler errors.
Should solve Issue #540.
