The template must use the resource id as storage param, since its a shared storage - no longer in the same subscription.
The key or SAS token is not required anymore, since the DTL has already permission to the storage via MSI.

switched from RG name to ResourceId to allow shared storage accross subscriptions
moved security from key storage access permissions to SAS
