feat(core): add dynamic endpointing

[rosetta-livekit-bot]

Summary

• Port dynamic endpointing from livekit/agents to the JS voice pipeline.
• Track user and agent speech timings to adapt endpointing min/max delays when turnHandling.endpointing.mode is dynamic.
• Add the alpha endpointing option and changeset for the new behavior.

Testing

• pnpm build:agents
• pnpm test agents/src/voice/audio_recognition_backchannel.test.ts agents/src/voice/turn_config/utils.test.ts agents/src/voice/agent.test.ts
• pnpm exec eslint agents/src/voice/turn_config/endpointing.ts agents/src/voice/audio_recognition.ts agents/src/voice/agent_activity.ts (warnings only in pre-existing agent_activity.ts lines)

Notes

• pnpm api:check is currently blocked by unrelated repo issues: plugins/phonic/dist/index.d.ts is missing, and direct agents API extraction fails on existing export * as ___ syntax in agents/dist/index.d.ts.
