Updates the recovery so that it first ensures that the latestSha is available via the recovery mechanism, instead of considering it a failure and only inspecting the current commit when it really should look at a range.

You might have prettier config in your IDE or somewhere else, as I see style changes only. Maybe we should run oxfmt on commit to ensure we don't have this.

I ran pnpm fmt before committing, so this aligns the changed files with our guidelines. I'll add a commit hook to run oxlint as well. Do you only see the style changes?
