Add workflow to auto-create tracking issues for merged PRs without linked issues

PRs #9, #10, and #11 were merged with no associated GitHub issues, leaving no issue-level traceability for those changes. The repo had zero issues.

Changes

• .github/workflows/create-issue-for-merged-pr.yml — Single workflow with two trigger modes:

  • pull_request (closed): On merge, scans PR body for Closes/Fixes/Resolves #N patterns; creates a structured tracking issue if none found
  • workflow_dispatch: Accepts comma-separated PR numbers (e.g. 9,10,11) to retroactively backfill tracking issues for already-merged PRs
  • Auto-creates tracking and needs-info labels if absent
  • Shared buildIssueBody / createTrackingIssue helpers used by both paths to avoid duplication

• .github/ISSUE_TEMPLATE/tracking-issue.yml — Structured issue form for manually creating tracking issues; fields cover PR reference, what changed, motivation, acceptance criteria, testing, and docs

Backfilling PRs #9–#11

Run Actions → "Create Issue for Merged PR Without Linked Issue" → Run workflow with input 9,10,11.
