If we repeatedly scrape these values and wait for tables that
will never appear, it can take a long time.

OpenFlow switches should reject match fields which are
inconsistent or erroneous for a particular protocol,
or which are missing key pieces of information (e.g.
the transport protocol for an L4 port match action.)
Add bad matches to FaucetBadFlowModTest
Don't need to check for learn reflection on stacks size <= 2.
We extend FaucetUntaggedTest to allow it to work with
more than 4 ports, and add Faucet32PortTest and
Faucet48PortTest.

The 48p test works locally but seems to be
slow/unreliable on travis so we just run the 32p
test for now.

Also change default logging level to 'warning'.

We should also probably review the usage of logging
routines (e.g. error()) in the tests.
Add --loglevel option to set mininet log level
Change 3DP unicast/broadcast test to simple ping.

We also move throttling/sleep into scrape_prometheus()
so that clients don't have to worry about it.
