tests: split kubectl download task into multiple with retries

What this PR does / why we need it:

It fixes timeout issues while downloading the latest kubectl:

 ++ curl -Ls https://dl.k8s.io/release/stable.txt
+ curl -sLO# https://dl.k8s.io/release/Timed out while waiting on $'cache-iad-kiad7000142-IAD\r/bin/linux/amd64/kubectl'
