Fix Tests

• All tests passed. If this feature is not already covered by the tests, I added new tests.
• I used npm run format for formatting the code before submitting the pull request.

1. Removing the check for job summary, as it cannot check the specific step summary output.
2. OIDC cleanup will execute only if previous steps executed.
