feat: add Windows skill installer and buildable library output

Summary

• add PowerShell skill installer for Windows and document Windows install paths
• improve install script messaging to link CLI binary when available
• add buildable library output (tsconfig.build.json) with package exports/prepack updates
• minor CLI/core/test formatting cleanups
