Should have been done at e74ed2d
Remove some unnecessary vertical spacing so that the Element Summary in section 7.1 has the commentary and figure on the same page in the PDF. There was already some whitespace management in place (a \clearpage) to make that happen, but by VOTable 1.5 it wasn't doing the right thing.
