New CLI flags:
bitswap-find-provider-timeoutbitswap-max-concurrent-findsbitswap-max-providers-per-findNew environ vars:
BITSWAP_FIND_PROVIDER_TIMEOUTBITSWAP_MAX_CONCURRENT_FINDSBITSWAP_MAX_PROVIDERS_PER_FINDWhen not set, or set to 0, the bitswap default values are used.
Requires boxo PR 716
