macos-15 uses Xcode 16 by default, and Capacitor 8 version should use Xcode 26. We could stay with macos-15 and manually update Xcode, which is what is done in some plugins, or we could switch to macos-26, which uses Xcode 26 by default.
Also updated a couple other re-usable actions to their latest versions
I think the latter makes more sense to me - I think most of the team's macbooks are probably on macos-26 already, and eventually macos-26 will be the default, so I think it makes sense to change this now in this new plugin repo.
Comparing the two runners, I don't see anything that could cause issues for us that would keep us from using macos-26, but feel free to provide your feedback otherwise. Depending on this PR, I may propagate it to other repos.
