[patch] update pre-install command, remove the get,set params for permission mode

Description

• add mas pre-install command documentation
• remove the apps selection in cluster mode
• remove the option of minimal mode in pre-install command as all the essential role applied by the operator
• remove the set and get params for mas_permission_mode and skip preinstall rbac, as it's handle by direct variable

Testing

• mas pre-install command testing in cluster mode

• mas pre-install command testing in namespaced mode

• mas install command testing after removing the get and set params for permission mode
