this PR removes deprecated
vue-html-loaderdev-dependancy. I do not believe we are usingvue-html-loader, so removing it should not cause any problems.node-multispinnerdev-dependancy has been updated to point to an un-merged security fix (codekirei/node-multispinner#6), which should be updated after the fix is merged. This PR also adds a .npmrc file that sets npmloglevelstoerror. with log levels set to error, warnings like "...fsevents@1.2.9: wanted {"os":"darwin","arch":"any"}..." will not be printed.
