- Buildjet will stop running 31st of March so we need to switch to ubuntu.

Pull request overview
This PR updates the GitHub Actions CI workflow to stop using BuildJet-hosted runners (which are being discontinued) and instead run ARM builds on Ubuntu GitHub-hosted runners.
Changes:
- Switched the Linux ARM64 job matrix entries from
buildjet-4vcpu-ubuntu-2204-armtoubuntu-24.04-arm.
