VAULT-27953: Introduces a new bootstrap command for configuring Enos dependencies. This first implementation sets up and manages an EC2 SSH key pair, with support for future bootstrapping tasks to be added under the same command.

Usage

enos bootstrap [--keypair-name <name>] [--ssh-dir <path>] [--force]
