Stacked on feat/issue-837-cudf-hop-executor. Adds Alloy model coverage for GFQL F/B/F with WHERE lowerings (scenarios + optional multi-chain full-scope) plus ghcr caching for the Alloy image. CI green with new alloy-check job.
