Code Review
This pull request is an automated release for version 0.31.1. The version numbers in version.py and .librarian/state.yaml are correctly updated. However, I've noticed an inconsistency in the CHANGELOG.md file where the generated link for the new version points to a different repository and uses a different tag format than previous entries. I've provided a suggestion to correct this.
