Code Review

This pull request introduces support for SEND and ACK mutations for Cloud Spanner queues. The changes include new Op types, builders for creating these mutations, and updates to the serialization logic. The accompanying unit and integration tests are comprehensive and verify the new functionality. The implementation is solid, but I have a couple of minor suggestions to improve code correctness and adherence to Java coding conventions.
