Terminate connections only for restore (not for resume).
Previously, external connections were terminated during both restore and
resume operations, causing a reconnection after every resume. By limiting
termination to the restore only, connections now remain active during resumes
as intended.
Added tests to verify that resume does not terminate the connection.
