Bumps grpc-java from 1.71.0 to 1.78.0.

Problem

Building with Bazel 9 fails with:

ERROR: name 'ProtoInfo' is not defined

This happens because Bazel 9 removed ProtoInfo as a builtin - it now needs to be explicitly loaded from @rules_proto.

Solution

Upgrade to grpc-java 1.78.0 which includes the fix.

This was fixed upstream in grpc-java 1.76 via issue #12315.
Upgrading to 1.78.0 (latest BCR version) resolves the error:
  name 'ProtoInfo' is not defined
